Socialstyrelsen är Sveriges expertmyndighet för sektorn hälsa, vård och omsorg. Om tjänsten
Upphandlingsenheten ansvarar för myndighetens rådgivning för att säkerställa rättssäkerhet inom området upphandling och inköp. Vi rekryterar nu ytterligare en upphandlare med juridisk inriktning för att stödja och ge råd till organisationen vid anskaffning och i strategiska frågor.
På enheten har vi en bred kompetens inom inköps- och upphandlingsområdet, exempelvis upphandlings- och avtalsjuridik, säkerhetsskyddad upphandling, offentlighet och sekretess samt det affärsmässiga perspektivet.
Vi står inför att utveckla vår upphandlingsorganisation vilket medför att du kommer bidra till inköpsutvecklingen och påverka hur verksamheten framåt ska bedrivas.
Som upphandlingsjurist kommer du tillsammans med de andra upphandlingsjuristerna på enheten att bistå övriga kollegor på myndigheten med upphandlingsjuridiskt och avtalsrättsligt stöd. Du kommer även utvecklas genom arbete att genomföra egna komplexa upphandlingar. Du ger stöd genom hela processen och har ett nära samarbete med beställare och sakkunniga. Du ansvarar för att säkerställa att anskaffningarna genomförs i enlighet med upphandlingslagstiftningen

Vi söker dig som har
• juristexamen (jur. kand)
• minst 3 års erfarenhet av offentlig upphandling och är väl förtrogen med hela upphandlingsprocessen
• mycket goda kunskaper i upphandlingsreglerna, främst LOU, och för upphandling relevanta delar i EU-rätten, avtalsrätt samt offentlighet och sekretess
• erfarenhet av att leda upphandlingsarbete och upprätta kommersiella avtal.
Det är meriterande om du har
• goda teoretiska och praktiska kunskaper i säkerhetsskyddslagstiftningen och/eller dataskydd
• arbetat med säkerhetsskyddade upphandlingar
• arbetat med IT-upphandlingar
• erfarenhet av arbete med försörjningsberedskap
• erfarenhet av och goda kunskaper om det affärsmässiga perspektivet vid upphandlingar och avtal
• erfarenhet av och goda kunskaper om systematisk avtalsuppföljning
• erfarenhet av strategiskt arbete och verksamhetsutveckling inom upphandlingsområdet.
Bra att veta
Anställningen är en tillsvidareanställning på heltid och inleds med provanställning i sex månader. Du utgår ifrån kontoret på Västerbroplan i Stockholm, men har möjlighet att arbeta på distans upp till 2 dagar i veckan. Våren 2027 flyttar myndigheten till nyrenoverade lokaler i Solna strand. Din tjänstetitel blir Upphandlare och din placering är på Upphandlingsenheten, Avdelningen för verksamhetsstöd.
Befattningen är placerad i säkerhetsklass och en säkerhetsprövning med registerkontroll kommer att genomföras innan beslut om anställning fattas. Du måste vara svensk medborgare, men får gärna ha utländsk bakgrund.
